Sunak announces emergency legislation to overturn Post Office scandal …

Prime minister Rishi Sunak has announced new legislation to overturn the convictions of the hundreds of sub-postmasters criminally prosecuted by the Post Office about a decade ago.
Sunak, speaking at prime minister’s questions in the House of Commons, said he wanted “justice and compensation” for the more than 700 people convicted for theft or false accounting.
“I can announce we will introduce new primary legislation to make sure those convicted as a result of the Horizon scandal are swiftly exonerated and compensated,” he told MPs.
The prime minister also pledged a “new upfront payment of £75,000” for more than 500 sub-postmasters.
Sunak said Kevin Hollinrake, the postal affairs minister, would provide more details of the scheme later on Wednesday.
“We will make sure the truth comes to light, rewrite the wrongs of the past,” he said.
Hundreds of people were criminally prosecuted by the Post Office between 2000 and 2014 using faulty data from the Horizon IT system provided by Fujitsu.
Compensation of £600,000 had been offered to every sub-postmaster whose conviction for theft or false accounting was overturned. To date, only 93 convictions have been overturned.

Former Post Office boss Paula Vennells hands back CBE ‘with immediat …

Former Post Office boss Paula Vennells will hand back her CBE with immediate effect amid the fallout of the Horizon IT scandal.
The scandal led to the convictions of hundreds of sub-postmasters.
The Horizon issue has come to public attention following the airing of ITV drama Mr Bates vs The Post Office which returned the spotlight to the scandal leading to over one million people to sign a petition to have Vennells stripped of her CBE.
Between 1999 and 2015, more than 700 Post Office branch managers were convicted after the faulty Horizon software made it look like money was missing from their shops.
Ms Vennells said in a statement: “I continue to support and focus on co-operating with the inquiry and expect to be giving evidence in the coming months.
“I have so far maintained my silence as I considered it inappropriate to comment publicly while the inquiry remains ongoing and before I have provided my oral evidence.
“I am, however, aware of the calls from sub-postmasters and others to return my CBE.
“I have listened and I confirm that I return my CBE with immediate effect.
“I am truly sorry for the devastation caused to the sub-postmasters and their families, whose lives were torn apart by being wrongly accused and wrongly prosecuted as a result of the Horizon system.
“I now intend to continue to focus on assisting the inquiry and will not make any further public comment until it has concluded.”
A government source told media that Ms Vennells handing back the honour was “the right thing to do”.
Labour’s Kevan Jones has said that he was “bemused” by the government’s response, as it nominated Ms Vennells for the honour in 2019.
Lord Arbuthnot, a former Conservative MP who campaigned on the Horizon scandal, told media that if he had been in Ms Vennells’s position he would not have taken the honour in the first place.
He said: “There were many people who behaved really badly, among them, Paula Vennells, of course.
“But I’m pleased that this has now happened because it means that the subpostmasters can begin to concentrate on the wider picture.”
While honours can only be forfeited to the King, a recipient can renounce theirs voluntarily.
This involves them ceasing to refer to themselves with the title while they go through the process to get it annulled by the monarch.
Ms Vennells joined the Post Office as group network director in 2007, having previously worked at Unilever, L’Oreal, Dixons, Argos and Whitbread.
She is also an ordained priest.
Ms Vennells was made chief executive of the Post Office in 2012, the year the company split from Royal Mail.
The Post Office had been prosecuting sub-postmasters and sub-postmistresses since 2000. It was the year Ms Vennells took over that the company began investigating allegations about the Horizon system.
Five years later, in 2017, a group of staff managed to bring a case against the Post Office in the High Court.
Ms Vennells came under increasing criticism, and eventually stepped down in 2019, when she received her CBE.
When a judge said in 2019 that sub-postmasters and sub-postmistresses should have their convictions overturned, Ms Vennells said she was “truly sorry for the suffering caused”.
Ms Vennells is not the only person or entity to have faced criticism for her actions during the scandal.
Sir Ed Davey, who was postal minister during the coalition years, has had to fend off calls to resign. He said on Monday that the Post Office spun a “conspiracy of lies”.
The prime minister’s spokesman said that Fujitsu would be “held to account, whether legally or financially” if it is found to to be responsibly for the scandal. Fujitsu developed the Horizon software which was at fault.
A Fujitsu spokesperson said: “The current Post Office Horizon IT statutory inquiry is examining complex events stretching back over 20 years to understand who knew what, when, and what they did with that knowledge.
“The inquiry has reinforced the devastating impact on postmasters’ lives and that of their families, and Fujitsu has apologised for its role in their suffering.
“Fujitsu is fully committed to supporting the Inquiry in order to understand what happened and to learn from it. Out of respect for the inquiry process, it would be inappropriate for Fujitsu to comment further at this time.”

Income tax revenues soar to £264bn under a decade of Tories

Income tax revenues have leapt by more than 70 per cent since 2010 to £264 billion, illustrating the sharp rise in the tax burden overseen by successive Conservative administrations since the party came to power more than a decade ago.
Analysis of figures from HM Revenue & Customs has revealed that Rishi Sunak and Jeremy Hunt have been raising income tax receipts without actually lifting headline rates.
At the March 2021 budget, when he was chancellor, Sunak froze a handful of tax bands for several years, which has moved workers up the tax system amid a period of record wage growth. Since that policy was enacted, and then extended by Jeremy Hunt, income tax receipts have jumped by £49 billion, or just under a quarter.
Since 2010, when the Tories ousted Labour to enter No 10 via a coalition with the Liberal Democrats, income tax receipts have jumped by £113 billion, or 76 per cent.
Although this rise has been driven by a combination of the accumulative effect of inflation, a natural increase in the cash size of the economy and population growth, it is also a function of the Conservatives’ fiscal policy choices.
Philip Shaw, chief economist at Investec, said: “The income tax take has risen materially since 2009-10. However, it is important to put the figures into context. For example, GDP in cash terms has risen by 64 per cent over the same period. Moreover, 2009-10 was just before the era of austerity, which addressed the public finances after the financial crisis.
“The government allowed fiscal drag to claw back revenue as part of the fiscal consolidation process.”
Hunt and Sunak are under pressure from Conservative MPs to lower the tax burden, which is on course to reach a post-Second World War high, ahead of an expected autumn 2024 general election.
Last weekend, the chancellor said that a 2p reduction to national insurance that was announced in the autumn statement and that kicked in this month, was “the start of a process”, but he cautioned that he did not know yet if he could afford further tax cuts in his March 6 budget.
A fall in inflation to 3.9 per cent and lower market interest rate expectations could hand the chancellor anywhere between £15 billion and £25 billion to spend at the next budget, which is likely to be the last fiscal event before the next election, which must be held by January 2025.
Greater debt interest spending — caused by a steep rise in the cost of borrowing in the aftermath of the pandemic as central banks raise interest rates to tame inflation — has left the public finances in a fragile state. The prime minister and chancellor have tried to rebalance the public finances by lifting government revenues — freezing tax thresholds and thus pushing workers into higher tax brackets after receiving a pay increase in a process known as “fiscal drag”.
The freeze represents the single biggest tax rise since 1979 when Geoffrey Howe, the chancellor under Margaret Thatcher, nearly doubled the rate of VAT to 15 per cent.
According to separate figures from HMRC, this year there will be an additional 32 per cent of workers paying the higher 40 per cent rate of income tax compared with five years ago.
The Treasury said: “The average earner will pay £1,000 less in tax next year than they otherwise would have done, because of our cuts to national insurance contributions and above-inflation increases to starting thresholds since 2010.
“We are cutting taxes for hard-working people and our tax burden remains lower than any major European economy, with the cuts to NICs saving the average employee £450 a year.”
Germany, France and Italy all have higher tax burdens than the UK, according to latest data from the Organisation for Economic Co-operation and Development. Britain’s tax burden is similar to that of Poland and is slightly higher than the OECD average of 34 per cent.

A petition calling for the former Post Office chief executive, Paula Vennells, to lose her CBE over the Horizon scandal has attracted more than 1 million signatures.
Demands for the honours forfeiture committee to remove her CBE have re-emerged after ITV aired a drama about the scandal, which has been described as the most widespread miscarriage of justice in UK history. Vennells oversaw the organisation while it routinely denied there were problems with its Horizon IT system.
The petition, which is addressed to Sir Chris Wormald, the chair of the forfeiture committee, says: “Evidence has been produced that the Post Office engaged in a mass cover-up which led to the wrongful prosecution of 550 Post Office staff many of whom were subsequently jailed, bankrupted and in some cases, sadly took their own lives.
“Having been handed a CBE for services to the Post Office, and moved out into other senior positions in government and healthcare, it is only right that this award is now withdrawn through the process of forfeiture.”
Rishi Sunak confirmed that the justice secretary, Alex Chalk, was considering ways of helping to clear the names of convicted subpostmasters caught up in the scandal. Chalk and the postal minister, Kevin Hollinrake, are reportedly meeting on Monday to discuss measures the government could bring in.
Several prominent figures have said every person wrongly convicted in the scandal should be exonerated en masse by act of parliament in order to kickstart the process of compensating them.
“This is a mass problem which has got to be dealt with in a mass way, and I think that parliament has got to step in and say that Post Office convictions are not safe,” James Arbuthnot, who sits on the Horizon compensation advisory board, told media on Monday.
“We’ve seen the way that investigators behaved and they behaved in a way which was contrary to the rule of law. These convictions have got to be set aside.”
The former Conservative MP added: “One of the greatest problems is that there have been between 700 and 900 convictions and only 93 have been overturned. That is an awfully small … number.”
Many subpostmasters were accused of theft, fraud and false accounting based on data produced by the faulty IT system the Post Office imposed on them in the late 1990s. The Horizon software made it appear money was going missing from their branches and the Post Office relentlessly pursued people between 1999 and 2015; routinely denying there were problems with Horizon, despite knowing that from at least 2010 onwards there were faults in the centralised accounting software.
The scandal was uncovered after work by journalists at Private Eye and Computer Weekly, with several MPs also taking on the campaign for justice in recent years.
Prof Chris Hodges, who chairs the body overseeing efforts to compensate subpostmasters, said parliament must act unilaterally to clear those wrongly convicted. He told BBC Radio 4’s Today programme an act immediately overturning their convictions would mean the laborious process of assigning the compensation could start properly.
He dismissed concerns such action would compromise the independence of the judiciary, thereby setting an unacceptable precedent, saying there was no question of infringing on people’s rights. “The problem with both the [existing system for] overturning the convictions, and the compensation issue, is that individuals need to come forward,” he told Today.
Referring to the ITV drama, he said: “It’s been very vividly illustrated last week, that quite a number of people don’t want to have anything to do with lawyers or the state. They’re still traumatised and that is entirely understandable. They shouldn’t need to come forward. A civilised state should overturn these convictions and deliver compensation with people having to do as little as possible.”
One MP who sits on the Horizon compensation advisory board said prosecutions should follow. Kevan Jones told ITV’s Good Morning Britain: “Look at the evidence in court and the evidence which has come out at the public inquiry. [There are] umpteen charges that could be laid against a number of individuals. That has got to happen. People … want ultimately to know that people are going to be held to account.”

What made you start KEW Technology – did you want to rock the status quo, was it a gap in the marketplace that you could fill?
As an engineer originally from Kenya, I always envisaged a world without fossil fuels. How I was going to achieve this was the hardest part. I wrote the business idea for KEW on the back of a napkin one night when I met our CTO Hans Mansson and COO Kevin Chown. Hans and Kevin are now an integral part of the senior leadership team and true advocates of the 10-year journey we have been on. We designed the initial concept of our first sustainable energy plant that night and then had to work out how we were going to fund it. With over £50m of funding received so far, we’ve tried and tested our technology at our Sustainable Energy Centre in the West Midlands and are now preparing to take this to market on a commercial scale.
What is the main problem you solve for your customers?
Our transformative solution goes beyond mitigating methane and fossil fuels emissions; it pioneers a shift from waste to sustainable energy products, simultaneously addressing broader environmental and health concerns in our communities. By bridging the gap between waste management and clean energy, KEW catalyses positive change, contributing to a healthier, more sustainable future for both the environment and the people and planet we serve.
How does your solution work?
By taking any form of waste (including non-recyclable and low-grade biomass), our technology converts it into fuel and different advanced molecules for use across hard-to-abate sectors such as energy-intensive industries, off-grid energy, transport, and chemicals thereby making it truly multi-functional. So our innovative pressurised advanced gasification process, a form of Advanced Conversion Technology (ACT), can play a vital role in decarbonisation across multiple sectors.
And it’s now this advanced gasification technology, that is revolutionising the waste-to-energy sector and is reaching its watershed moment by being at the heart of two major parallel market solutions with a mission to address some of our climate’s biggest problems.

What do you do to go the extra mile to show your team you appreciate them?
Firstly, they are rewarded with a competitive salary package. There is a shortage of green skills in the industry, so when we have found the right candidate, it’s important we retain this talent. Especially at our Sustainable Energy facility in the heart of the Black Country as this is where many green skills are deployed.

It can be a lonely and pressured place to be as the lead decision maker of the business. What do you do to relax, recharge and hone your focus?
We all work long hours at KEW, so downtime is very precious to me and the team. For me personally, finding solace in my downtime involves spending time with family and occasionally getting involved in motor racing. Just as in business, racing demands precision, strategy, and a clear focus. The intensity of the race-track becomes a parallel to the high-pressure decisions in the business realm. It’s a unique way to recharge, offering valuable insights and fostering the mental resilience needed at the helm of KEW while also getting a chance to team-build and connect with stakeholders outside the workplace.
Do you believe in the 12-week work method or do you make much longer planning strategies?
While we appreciate the effectiveness of the 12-week work method, our planning strategies extend beyond that horizon. Given the dynamic nature of our industry and our commitment to continuous improvement, we find value in longer planning horizons.
